POINT BEACH UNIT 2 -- CLOSE0UT OF BULLETIN 88-02 (TAC NO. 67317) I Wisconsin Electric Power Company (WEPCO) responded to NRC Bulletin 88-02,

" Rapidly Propagating Fatigue Cracks in Steam Generator Tubes," by letters dated March 25 and November 17, 1988. Based on our review of your responses, we conclude that actions taken by WEPC0 fully resolve the issues identified in the bulletin and are acceptable. This finding is subject to adoption of-additional  ;

-administrative _ controls as described in the enclosed Safety Evaluation. In a telephone conversation with WEPC0 on June 21, 1989, WEPC0 committed to adopting

.such administrative controls within 90 days of the date of the enclosed Safety Evaluation. WEPC0 is requested to inform the Commission, in writing, when these administrative controls are actually in place.

Based on the satisfactory resolution of NRC Bulletin 88-02 issues, WEPC0 may terminate its commitment to the enhanced leak rate monitoring program described

.in its submittals dated November 11 and November 20, 1987 and March 25, 1988.

Nevertheless, the staff encourages WEPC0 to review its leak rete monitoring procedures to ensure the continued effectiveness of these procedures for the timely detection, monitoring, and trending of rapidly increasing leak rates.

This completes our review relative to TAC No. 67317.
