POINT BEACH NUCLEAR PLANT, UNIT 2 The purpose of this letter is to transmit our response to the Request for Additional Ir. formation (RAI) dated November 14, 1988, which identified the information needed by the !!RC to resolve the issues raised by HRC Bulletin 88-02. A draft copy of the RAI was received October 28, 1988.

Enclosed are two copics of WCAP-12042, "Point Beach Unit 2 Tube Fatiguo Evaluation: Response to NRr' Questions" (Preprietary) and WCAP-12043, "Point Beach Ur.it 2 Tube Fatigue Evaluation:

Response to NRC Questions" (Mon-Proprietary). Also enclosed is a Westinghouse authorization letter, CAW-88-124; Proprietary Information Notice; and accompanying affidavit, CAW-88-106.

As WCAP-12042 contains information proprietary to Westinghouse Electric Corporation, it is supported by an affidavit signed by Westinghouse, the owner of the information. The affidavit sets forth the basis on which the information may be withhold from public disclosure by the Commission and addresses with specificity the considerations listed in Paragraph (b)(4) of Section 2.790 of the Commission's regulations.

Accordingly, it is respectfully requested that the information which is proprietary to Westinghouse be withheld from public disclosure in accordance with 10 CFR 2.790 of the Commission's regulations.

Based on the November 16 and 17, 1988 phone conversations regarding our response to the RAI with Mr. Warren Swenson, our NRC Project Manager, it is our understanding that further resolution of the RAI is not a necessary condition for the restart of Point Beach Unit 2 from its current outage.
