ATTN: Mr. Charles Waterman, Vice President and General Manager Nuclear Fuel Manufacturing 1000 Prospect Hill Road Windsor, Connecticut 06095-0500 Gentlemen:

In accordance with your revised application dated June 23, 1989, and supplement dated September 15, 1989, and pursuant to Title 10, Code of Federal Regulations, Part 70, Materials License No. SNM-1067 is hereby amended to authorize organiza-tional and administrative changes. Condition No. 9 has been revised to include the tes of June 23 and September 15, 1989. This authorization is subject to the following additional license conditions:

30. In addition to the experience requirement established in Section 2.2.11 of Part I of the application, the Production Manager shall have, as a minimum, a bachelor's degree in science or engineering.
31. The Emergency Director shall have, as a minimum, a bachelor's degree in science or engineering, followed by 5 years experience in management positions in the nuclear industry.

Conditions 11 and 12 are superseded by this amendment and are heret,y terminated.

The time constraints established in Conditions 28 and 29 have expired and these Conditions are hereby deleted. In addition, Conditions 9, 20, and 22, were found to contain typographical errors and have been corrected. All other conditions of your lice'se shall remain the same.

OCT 4 1989 Combustion Engineering, Inc. 2 The above conditions were discussed and agreed to by your Mr. Conant and Dave McCaughey of my staff on September 22, 1989. Please note that, as discussed in the Safety Evaluation Report, the qualifications of the incumbent Senior Criticality Specialist do not meet the license requirements for the position. However, because of the incumbent's experience, he is deemed to satisfy the requirements.

Enclosed are copies of revised License No. SNM-1067 and our Safety Evaluation Report.
