Subject:

Fermi 2 Facility Operating License Condition for Electrical and I&C As-built Drawina Procram The purpose of this letter is to request the assistance of NRC, Region III, in acquiring a clarification to the Fermi 2 Facility Operating License. Detroit Edison is addressing this request to Region III because it is related to the Electrical and I&C As-built Program which is under the purview of the Region.

The license, Attachment 1, paragraph B.3.a, states:

" Correct all remaining drawing deviations (not completed prior to fuel load or addressed in Item 2.a above) identified during walkdowns associated with the resolution of 10CFR50.55(e),

Item No.143, " Deviations of As-built Plant f rom Design Documents". Demonstrate that all design documents reflect the as-built configuration of the plant."

To assure this requirement is understood to apply to the nuclear safety-related electrical and I&C plant configura-tion and that some flexibility is allowed in the manner of final engineering disposition.of Category C deviations, the revised paragraph below is proposed for incorporation into the Fermi 2 full power license: ,

The flexibility referred to above for Category C engineering dispositions includes, as an example, the acceptability of the drawing configuration shown below: i~

Field , Drawing Minor pictorial differences as shown above which are electrically and functionally equivalent, may be acceptable as-is and so documented without requiring a revision to a drawing.
