M ARYLAND 20657 March 29,1983 Office of Environmental Programs Waste Management Administration 201 West Preston Street Baltimore, Maryland 21201 Attention: Mr. Ronald Parise Re: Maryland State Discharge Pemit No. 74-DP-0187 and NPDES Permit No. MD0002399

Dear Mr. Parise:

On March 25, 1983, outfall 001 experienced a non-compliance with respect to temperature increase across the condensers of Unit 1. The 12 F AT limitation was exceeded for two consecutive hours, reaching an hourly average high of 12.50F. Power was reduced to allow water box cleaning.

The low tide and severe wave action due to high winds swept grasses and other debris into the waterboxes, restricting the flow of cooling water.

With the removal of this organic matter, the flow returned to normal and the temperature change to within the allowable range.

This non-compliance was reported via telephone to your office on March 28, 1983. The State observance of Maryland Day on the 25th, followed by the weekend, prevented earlier notification. Should you have questions regarding this information, please feel free to call.

Very truly yours, 16/ s L. B. Russell Plant' Superintendent LBR/EME/feb cc: U. S. Nuclear Regulatory Commission y
