2.1 IDENTIFY RE UIRED SYSTEMS This step established the systems required for plant shutdown to a cold shutdown state.h list of QNP-2 plant systems and subsystems was compiled and grieved to determine only those systems necessary to achiere a cold shutdown.These systems were grouped together (see Figure 1)in their required normal and alternate shutdovn paths.h detailed discussion of the methods used to develop Figure 1 is discussed in Section 2.4 of this report+2.2 IDENTIFY RE UHKD DEVICES Since not all devices in a system are required for shutdovn only those devices the operator would manipulate in going to cold shutdovn vere evaluated.

System operating procedures (PPM's)vere reviewed in con)unc-tion vith the plant shutdown procedure (PPM 23.2.6)to properly evaluate devices required.The devices required for cold shutdown, the associated aanunciators, and pover busses vere analyzed system by system.2.3 IDENTIFY HE UIRED BUSES The devices discussed in Section 2.2 vere reviewed to determine their pover supply bus(es).Al.l pover supply buses vhich have cold shutdovn devices vere then arranged to show how they are interconnected.

Annun-ciators and loss of pover alarms for the buses were reviewed to det~rmine if the operator vould be alerted on loss of a bus.Figure 2 shovs all required buses, breakers and annunciators for these buses.2.4 DETERMINE AND SUMMARIZE NORMAL AND ALTERNATE SHUTDO'4N PATHS The shutdown paths are as identified in Figure I.The information re-quired to determine the three basic shutdovn paths vas obtained from plant procedures, PAID's and RiP-2 CESAR system descriptions.

Pith reference to Figure 1, the alphabetical indicator, located in paren-thesis in each system block, (e.g., (E);(7);etc.)represents the cross 13-0174 5 reference code to the system device table Appeadix"A".Although each system descriptioa block, is located in its ova rcspectivc shutdown path, the Figurc does not necessarily show the sequential use of a particular system duxiag thc cold shutdova operation.

For example;ia the normal cool dova path N, feedvatex (Group (J))is showa as the fifth (5th)system in line.Contxol of feedvater occurs to some degree, priox and during condensate and condeasor vacuum (Group (F))operations.

In addition, the use of normal RHR cooling occurs as a last eveat irre-spective of the shutdown path selection (aad use).Because of this, the MB Shutdovn Cooling Mode (L), is shown as the last event in the Normal Cooldown Path, and is essentially duplicated by coatrol of RHR"A" or RHR"B" in the alternate shutdown cooling modes.2.5 DETERSIVE 1E AND NON>>IE LOADS A revicv of the plant single linc diagrams identified the 1E or Noa-1E class status.These desigaators have been iacludcd in the"Povex Bus Aaalysis Tables", Appendix"A", uader the heading of"Essentiality Code".2.6 ANALYZE BUS LOSS DURING SEJTDORf This step consisted of determining the affect of a bus loss oa the ability to coatinue in the particular shutdown path that vas being used at the time the bus loss occurred.Infoxmatioa presented in Figures 1 aad 2 provided the facts necessary to analyze the consequences of a bus loss.The conclusion effect, of coatinuiag in the existing shutdova mode is elaborated on ia the affects coluraa of the.Appendix A document.2.7 ANALYZE CASCADE EFFECT OF COMBINED BUS LOSSES This step ia the analysis is a continuation of Paragraph 2.6, where the consequences of an upstream bus loss vill affect the cold shutdown path.In all cases, transfer to alternate pover or transfer to other shutdova modes vere possible.13"0174 6

2.8 DETERMINE BUS LOSS ANNUNCIATION It is necessary when a bus loss occurs that the control room operating personnel are alerted to the fact.This step in the analysis determined.

The identity of the alarm, indicator, or annunciator are shown in the appropriate column iu Appendix A.major bus annunciators are also identi-fied on the"Bus system cascade chart" Figure 2.2.9 REVIEW PLANT PROCEDURES TO VERIFf APPROPRIATE STEPS DURING BUS LOSS This step must be accomplished as a result of this analysis report.WPPSS or their designated engineers should provide this review.The primary response is to restore power to the affected power bus(es).If this, is not possible, then shifting to an alternate cooldown path is required.2.10 BODILY/AUGMENT PLANT PROCEDURES

~If plant procedures require modification after the Paragraph 2.9 review, then WPPSS should make the necessary changes.When the affects" column in Appendix A indicates that an alternate shutdown path is required, existing procedures or new supplemental procedures should be identified or prepared.13-0174 7

~~.3.0 CONCMSIONS

.3.1 AITERNATE SElTDORi PATHS Analysis of the zeport information shows no situation where a single Bus Pover Failure vould prevent plant personnel from achievtag a Reactor Cold Shutdown condition.
