WASHINGTON PUBLIC POWER SUPPLY SYSTEM P.O. Box 968 ~ 3000 George Washington Way ~ Richland, Washington 99352 August 2, 1990 G02-90-133 Docket No. 50-397 U.S. Nuclear Regulatory Commission Attn: Document Control Desk Washington, D.C. 20555 Gentlemen:

Subject:

NUCLEAR PLANT NO. 2, OPERATING LICENSE NPF-21 EMERGENCY DG-2 SHORTED TURNS; JUSTIFICATION fOR CONTINUED OPERATION

Reference:

Letter, G02-90-130, GC Sorensen (SS) to NRC, same subject, dated July 27, 1990 The reference discussed a shorted turn condition that exists on the generator rotor of the Division 2 emergency diesel generator. The reference committed to perform the monitoring and trending activities described in the attachment to the reference. One of the described activities was periodic rotor pole a.c. voltage drop testing.

This testing will be performed on a quarterly basis. The procedure to accomplish this testing will include a specific value of the difference in the voltage drop across two in-series poles that will require further review to establish operability. The procedure will require that when this value is exceeded a Plant Evaluation Request will be written that will result in the test result being brought to the Management Review Committee for evaluation. This process will ensure that the Justification for Continuted Operation included with the reference remains valid. The procedure will also require that the Plant Manager and the NRC resident inspector be immediately informed of the test result.
