NUCLEAR PLANT NO. 2, OPERATING LICENSE NPF-21 RE(}UEST FOR AMENDMENT TO TECHNICAL SPECIFICATION 3.3.7.5 FOR SAFETY RELIEF VALVE POSITION INDICATION, SUPPLEMENTARY INFORMATION

Reference:

1) Letter, G02-90-025, GC Sorensen (SS) to NRC, same subject, dated February 14, 1990
2) Letter, G02-89-221, GC Sorensen (SS) to NRC, same subject, dated December 4, 1989 Reference 1) requested an emergency Technical Specification change as a result of two acoustic monitors; one being inoperable and the other exhibiting characteristics indicative of failure occurring soon. The requested relief was to allow continuous operation until either the first outage of sufficient duration to effect repairs or the next scheduled refueling outage whichever occurred first. Reference 2) requested a similar change but proposed that with adequate compensatory actions relief for failed SRV position indicator(s) could be allowed continuously without resorting to an emergency relief situation or plant shutdown.

The reference 2) request recognized that, despite system improvement, the inherent sensitivity of the acoustic monitor device made future failures probable. As a result reference 2) proposed that compensatory actions combined with alternate methods of determining position indication provided adequate justification for continued operation and emergency situations and/or unnecessary plant shutdowns, as directed by the present technical specifications, could be, avoided.

In the reference 1) review of action statements addressing failed SRV position indicators it was recognized that Specification 3.4.2 also had action require-ments for failed acoustic monitors. This was an oversight in the reference 2) submittal. Accordingly, the purpose of this letter is to correct this oversight by requesting the attached page changes to Specification 3.4.2 also be considered within the scope of the reference 2) request.

Additionally, in reviewing the reference 2) proposed "Action 82 b." for Table 3.3.7.5-1 (two failed indicators on one or more SRVs) it was identified that restoration of one of the two failed indicators on each affected SRV would not allow an exit from Action 82 b. Verbatim compliance with the proposed wording would require plant shutdown if the remaining indicator could not be restored.

The intent of the proposed change was that restoration of one of two failed indicators would allow exit from Action b. and entry into Action a. thereby avoiding an unnecessary plant shutdown. Accordingly, the attached revised "Action 82" statement is submitted to replace that proposed by reference 2) and preserve the intent of the original submittal.

The Supply System has reviewed the attached changes with respect to the No Significant Hazards and Categorical Exclusion statements provided in reference 2). With the intent remaining the same and the changes to specification 3.4.2 being similar to those requested in reference 2) the No Significant Hazards and Categorical Exclusion statements provided therein are appropriate for the attached changes.

This supplementary information has been reviewed and approved by the WNP-2 Plant Operations Committee (POC) and the Supply System Corporate Nuclear Safety Review Board (CNSRB). Additionally, the State of Washington has been provided a copy of this letter.
