TELEPHONE CONFERENCE CALL COLUMBIA GENERATING STATION LICENSE RENEWAL APPLICATION SEPTEMBER 29, 2011 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Energy Northwest (the applicant), held telephone conference calls on September 29, 2011, to discuss the inspection report concerning the Columbia Generating Station license renewal application.
LRA Section B.2.36, "Lubricating Oil Analysis Program" Discussion:
LRA Section B.2.36, "Lubricating Oil Analysis Program" Discussion:
The applicant discussed how the license renewal inspection report stated that the applicant had not effectively implemented actions in response to industry operating experience related to silver content in the diesel generator lubricating oil. The applicant stated corrective actions were implemented and resolved by requiring all emergency diesel generators to undergo the low silver test methodology; however, the applicant will not include the low silver test methodology into the Lubricating Oil Analysis Aging Management Program because the low silver test detects silver contents from the piston which is an active component.
The applicant discussed how the license renewal inspection report stated that the applicant had not effectively implemented actions in response to industry operating experience related to silver content in the diesel generator lubricating oil.
The applicant does test for particulates in its Lubricating Oil Analysis Aging Management Program which includes silver as a particulate; however, the test does not distinguish between silver and other particulates.
