CALENDAR YEAR 2021 BASELINE INSPECTION COMPLETION This memorandum communicates that, consistent with a triennial frequency, the requisite baseline inspections for twelve of the eighteen sites were completed in calendar year (CY) 2021 under inspection procedure (IP) 71130.03, Contingency Response - Force-on-Force Testing (Agencywide Documents Access and Management System (ADAMS) Accession Number ML21012A329). For the remaining six sites, i.e., licensees with an approved hardship request IAW TSG-NSIR-2021-01 Additional Guidance for Force-on -Force Inspections During the Public Health Emergency, (ADAMS Accession No. ML21180A204), the baseline inspection was completed using IP 92707, Security Inspection of Facilities Impacted by a Local, State, or Federal Emergency Where the NRCs Ability to Conduct Triennial Force-on-force Exercises is Limited, (ADAMS Accession Number ML21019A452).
Twelve sites inspected under IP 71130.03 in 2021 were: Arkansas Nuclear One, Brunswick Steam Electric Plant, Callaway Plant, Columbia Generating Station, Grand Gulf Nuclear Station, Monticello Nuclear Generating Plant, Point Beach Nuclear Plant, Quad Cities Nuclear Power Station, Susquehanna Steam Electric Station, Turkey Point, Waterford Steam Electric Station, Wolf Creek Generating Station. Enclosure 1 reflects the completion status for each site as reported in the Reactor Programs System, Inspection Report 8. IP 71130.03 is considered complete with 1 sample. All CY 21 IP 71130.03 inspections were completed utilizing Addendum 5, Interim Guidance Related to the Implementation of Inspection Procedure 71130.03, Contingency Response - Force-on Force Testing, During the COVID-19 PHE, to the procedure.
Six sites were inspected under IP 92707 in 2021: LaSalle County Station, Limerick Generating Station, North Anna Power Station, Shearon Harris Nuclear Plant, South Texas Project, and Surry Power Station. Enclosure 2 reflects the completion status for these sites as reported in the Reactor Programs System. IP 92707 is considered complete with 1 sample.

C. Regan 2 Due to the COVID-19 Public Health Emergency, the U.S. Nuclear Regulatory Commission (NRC) adjusted many of its planned inspection activities, including the triennial force-on-force (FOF) inspection conducted under IP 71130.03. Specific to FOF inspections, IP 92707 was revised and used for inspection in CY 2021. The revision to IP 92707 in 2021, promulgated the inspection procedure under Inspection Manual 2201, Appendix A, Security Baseline Inspection Program. The guidance in IP 92707 focused on conducting limited scope tactical response drills to verify and assess specific key elements of the licensees protective strategy to ensure that it has been appropriately developed and designed to meet the general performance objective of Title 10 of the Code of Federal Regulations (10 CFR) 73.55(b).
One site, BWX Technologies, Inc., was inspected under IP 96001, NRC Force-On-Force Inspections at Category 1 Fuel Cycle Facilities (ADAMS Accession Number ML19043A932). reflects the completion status of this inspection as reported in the Reactor Programs System. IP 96001 is considered complete with 2 samples.
