Dear Lavoy:
Thank you for renewal of the NPDES permit.
We received our copy of the renewal June 10, 1986.
As you know from our conversation, we seek a change in the permit as issued.
The change we seek would allow dis-charge of cooling tower blowdown for more than two (2) hours per day.
The two-hour limitation imposed by the permit as issued, is designed to control the discharge of chlorine.
This limitation is not necessary in this instance because chlorine discharges from blowdown at this facility are miniscule.
In fact, chlorine is typically not detected in the blowdown discharge from Duane Arnold, and when it is we do not allow blowdown discharge until the chlorine has dissipated to less than detectable concentrations.
Our analysis is able to reliably detect chlorine concentrations as low as 0.05 milligrams per liter.
For these reasons the chlorine concentration reaching the river is essentially zero.
Allowing the discharge over the more extended period of time will not be against the intent of federal standards as set out in 40 CPR Part 423.
This section clearly intends to limi't quantitics of chlorine and not the duration of discharge.

The DAEC plant staff is planning to change its operating instruction and procedure to protect against chlorine dis-charges that would exceed the.2 average and.5 maximum.
As the permit renewal requires, we are taking the necessary steps to put in a twenty-four (24) hour composite sampling system for influent and effluent of the sewage treatment plant.
The system will replace our present grab sampling procedure.
Since this is a budget item, we antic-ipate that this new system will be in place next year.
Finally, as per our discussions, we will test for chromium and zinc in discharge for three (3) months to demonstrate that these metals are not present.

Dear Mr. McPartland:
I've reviewed your request of July 1,1986 for a change in chlorine limitations to allow cooling tower blowdown discharges for more than two (2) hours per day.
I think the problem we have with this restriction is one of interpretation of the intent of the federal standards rather than one of actual operations at the Duane Arnold Energy Center.
As you know, 40 CFR Part 423.13, in addition to limiting the discharge concentration (or mass) of chlorine, also says that "neither free available nor total residual chlorine may be discharged from any unit for more than two hours in any one day..."
I don't believe EPA intended to restrict the duration of cooling tower blowdown discharges only the duration of chlorine discharge to the river.
If, as stated in your letter, chlorine is typically not detected in the blowdown discharge from Duane Arnold, and when it is, you do not allow blow down dis-charge until the chlorine has dissipated to less than detectable concentrations you would be in compliance with the two hour per day restriction.
If concentra-tions are at less than detectable levels, we would assume no chlorine was being discharged since we could not prove otherwise.
I quickly reviewed EPA's Development Document that was used to develop the stan-dards in hopes of finding the rationale that went into this requirement.
It seems that the basic philosophy was to move facilities away from continuous chlorination of cooling towers in favor of " shock chlorination."
In other words, EPA felt that the blowdown valve could be closed during chlorine addition and reopened when the natural chlorine demand reduced concentrations to less than detectible levels.
This appears to be the method of operation at Duane Arnold.
Therefore, I don't believe any changes in cooling tower operation are needed and that you are in compliance with the regulations.
I suggest that we leave the permit, as written, for the time being.
If the need arises to clarify this requirement in the permit because of confusion or misinter-pretation by EPA or DNR field staff, we can try to revise the language at that
