Dear Mr. Keppler:

Per our referenced letter, Iowa Electric Light and Power Company agreed to submit to your office copies of all NPDES Violation Reports.

Enclosed with this letter is a copy of the DAEC Sewage Treatment monthly monitoring report for January, 1985. This report contains four (4) violations of the NPDES permit effluent limits. These violations are:

(1) January 7,1985, total suspended solids grab sample = 50 mg/L.

This violates the individual sample permit limit of 45 mg/L.

However, the pounds of total suspended solids (2.0) did not exceed the effluent limit of 19.0.

(2) January 14, 1985, total suspended solids grab sample = 53 mg/L.

This violates the individual sample permit limit of 45 mg/L.

However, the pounds of total suspended solids (1.6) did not exceed the effluent limit of 19.0, (3) January, 1985, total suspended solids monthly average = 43 mg/L.

This violates the monthly average limit of 30 mg/L. However, the monthly average pounds of total suspended solids (1.7) did not exceed the effluent limit of 12.5.

(4) January, 1985, biochemical oxygen demands (B0DS ) monthly average =

35.5 mg/L. This violates the monthly average limit of 30 mg/L.

However, the monthly average pounds of biochemical oxygen demand (1.45) did not exceed the effluent limit of 12.5.

Keppler February 27, 1985 NG-85-0833 Page Two These effluent violations are the result of a combination of cold weather, additional loading from the outage personnel, and residual effects of the November, 1984, power outage. The increased loading will continue to be a problem until the end of our current refueling outage. During this period, Iowa Electric is making every effort to keep the sewage treatment plant in compliance with our NPDES effluent limits.
