CYCLE 11R OUTAGE CORE SPRAY SPARGER INSPECTION (TAC 62275)

Re: Oyster Creek Nuclear Generating Station Condition 2.C.(7) to the licensee for Oyster Creek states that all the accessible surfaces and welds of the core spray spargers and repair assemblies shall be inspected at each refueling outage. The results of the inspections and the evaluation of the safety sionificance of any indication of new or progressing cracks are to be submitted to the NRC staff and authorization for restart from the outage must be obtained from the staff.

In the letter dated September 3,1986, GPU Nuclear (the licensee) provided the results of the inspections of the core spray spargers and repair assemblies for the Cycle 11 Refueling (Cycle 11R) outage. This is the current outage which began in April 1986. The licensee's conclusions, in the topical report No. 037 attached to its letter, are that indications of minor degrees of scratches, scuff marks, scrapes, gouges and discoloration exist on the sparger surface but no indications exist of new cracks or a progression in the existing cracks identified and clamped in 1978. The licensee requested, in accordance with License Condition 2.C.(7) and based on the topical report, authorization for Oyster Creek to restart from the Cycle 11R outage.

The staff has evaluated the topical report No. 037. Based on the result of l

' the inspections that the condition of the core spray spargers have not changed since the previous inspection in the Cycle 10R outage, the staff concludes that you have satisfied the requirements in License Condition 2.C.(7) and you are authorized to restart from the Cycle 11R outage. This authorization applies only to the requirements in the license on the condition of the core spray spargers. Enclosed is the safety evaluation which is the basis of the staff's conclusions on the condition of the core spray spargers and repair assemblies.
