Revised Response on IE Bulletin 85-03 IE Bulletin 85-03, Motor-operated Valve Common Mode Failures During Plant Transients Due to Improper Switch Settings, November 15, 1985, requested a response concerning each licensee's program for selecting, setting, and maintaining the switches of the motor-operated valves in the high pressure coolant injection / core spray and emergency feedwater systems. Your response, Letter NMPIL 0058 dated May 16, 1986, stated that no motor-operated valves at Nine Mile Point Unit I fell within this scope, because the design does not include either a High Pressure Core Spray or a Reactor Core Isolation Cooling System and the High Pressure Coolant Injection System is a mode of the Feedwater System, which was specifically excluded from the bulletin. Your letter stated that the data from the motor-operated valve testing of the recently completed outage would be submitted within 90 days of the outage's completion.

While your determination that no motor-operated valves fell within the scope of Bulletin 85-03 was correct, our intent in the bulletin was to review each licensee's program for selecting, setting, and maintaining the switches on the motor-operated valves associated with the highest pressure, safety related, injection system at the facility. Thus, the Core Spray System is the suitable system for your facility. Accordingly, please provide a revised response to Bulletin 85-03 with reference to the Core Spray System at Nine Mile Point Unit 1 in conjunction with the above submittal, which we are expecting by September 18, 1986.
