This refers to the routine physical security inspection conducted by
Mr. W. J. Tobin of the NRC's Region II office on September 26-30, 1988, at
Scriba, New York, of activities authorized by NRC License Nos. OPR-63 and
NPF-69 and to the discussions of our findings held by Mr. Tobin with
Mr. B. Bandia, yourself and others at the conclusion of the inspection,

Areas examined during this inspection are described in the NRC Region I
Inspection Report which is enclosed with this letter. Within these areas, the
inspection consisted of selective examinations of procedures and
representative records, interviews with personnel, and observations by the
inspector.
Within the scope of this inspection, no violations were observed.
