Based on Mr. T. J. Perkins' telephone conversation with Mr. Larry Briggs of the Nuclear Regulatory Commission, it was agreed that a revised respoase to Inspection Report No. 50-410/86-33 would be submitted as follows:

In the Final Safety Analysis Report, Niagara Mohawk committed to have the -

Joint Test Group review and approve the results of Preliminary Tests required to satisfy any Acceptance Criteria of a Precperational Test Procedur Likewise, Niagara Mohawk committed to meet the requirement of Regulatory Cside 1.108, Revision 1, 1977, " Periodic Testing of Diesel Generator Units Usco as Onsite Electric Power Systems at Nuclear Power Plants." '

The reliability test of 69 consecutive starts per P.egulatory Guide 1.108 was performed as a Preliminary Test. Although this Preliminary Test was performed during the Preoperational Test Program, the results cf the Preliminary Test were not made a requirement to satisfy the Acceptance Criteria of the Preoperational Test Procedure for the emergency diesel generators. In retrospect, the reliability testing should have been made a part of the Preoperational Test Program, including the Joint Test Group review of the result %MDA^
