Inspection 50-220/86-26 and 50-410/86-65
This refers to the routine inspection conducted by Messrs. W. Cook,
C. Marschall and W. Schmidt of this office on November 17, 1986 to January 4,
1987, at Nine Mile Point Units 1 and 2, Scriba, New York. A summary of the
findings was presented to Mr. T. Perkins and other members of your staff at the
conclusion of the inspection.
Your activities concerning the maintenance of Reactor Building integrity and
corrective action for an unplanned scram while shutdown, violated NRC require-
ments identified in the enclosed Notice of Violation. The violations have been
categorized by severity level according to 10 CFR Part 2, Appendix C (Enforce-
ment Policy). No response to violation A is required since your corrective
actions were complete and adequate as determined by the resident inspectors
prior to the completion of the inspection. You are required to respond to
violation B and in preparing your response you snould follow the instructions
in Appendix A.
The response requested by this letter is not subject to the clearance
procedures of the Office of Management and Budget as required by the Paperwork
Reduction Act of 1960, PL96-511.
