Nine Mile Point Unit 1 Docket No. 50-220 DPR-63 Gentlemen:

Niagara Mohawk Power Corporation (NMPC) hereby transmits an Application for Amendment to the Nine Mile Point Unit 1 (NMP1) Technical Specifications (TS) as set forth in Appendix A of Operating License DPR-63. The TS Bases have been revised consistent with the proposed changes to the TS and are included in this submittal for issuance with the TS Amendment.

Enclosed as Attachment A are the proposed changes to the NMP1 TS and associated TS Bases. Supporting information and analysis pursuant to 10 CFR 50.92 which demonstrate that the proposed changes do not involve a significant hazards consideration are included as Attachment B. The basis for concluding that this application meets the criteria of 10 CFR 51.22 for categorical exclusion from performing an environmental assessment is included as Attachment C. Also, to assist the NRC Staff with their review, hand marked-up copies of the current TS and Bases pages are provided as Attachment D.

The proposed TS amendment will support the implementation of Noble Metal Chemical Addition (NMCA) at NMP1. NMCA will enhance the effectiveness of Hydrogen Water Chemistry (HWC) in mitigating Intergranular Stress Corrosion Cracking (IGSCC) in NMP1 reactor vessel internal components. Specifically, the proposed TS amendment will raise the reactor water conductivity limit in TS 3.2.3.a from 1.0 micromho per cc.itimeter ( mho/cm) to 20.0 mho/cm and in TS 3.2.3.c.1 from 5.0 pmho/cm to 20.0 mho/cm during NMCA application. The proposed TS amendment will also raise the limit in TS 3.2.3.a and 3.2.3.b from 1 mho/cm to 2 mho/cm for up to a 5 month period at power operation following NMCA application. The reactor water conductivity will be restored to within the limit specified in TS 3.2.3 af ter the NMCA process is complete. Bases changes are proposed consistent with the proposed TS changes.

The initial NMCA application is scheduled to be performed with the plant in a Hot Shutdown condition during a mid-cycle shutdown, currently scheduled to occur in December,1999.

NMPC therefore requests approval of this proposed TS amendment no later than November 15,1999, with implementation to occur prior to NMCA.
