Dear Mr. Mueller:

By letter dated December 18,1998, Niagara Mohawk Power Corporation (NMPC) submitted to the NRC a response to our November 19,1998 letter. This response i forwarded the results of an independent investigation involving Nine Mile Point flow l instrumentation sensors and the potential susceptibility of thess sensors to erosion and l corrosion. Your letter and accompanying affidavit, signed by Ronald A. Hall, Director, ,

Human Resource Development of NMFC, requested that the attached investigation report, j entitled "Results of Independent Team's investigation of Concerns involving Erosion and l l

Corrosion of Flow Elements," be withheld pursuant to 10 CFR 2.790 because it contained information which, if disclosed, would constitute an unwarranted invasion of personal privacy. Your December 18,1998 letter also provided a redccted version of the investigation report. I

\ v We have reviewed NMPC's request based on the requirements and criteria of 10 CFR 2.790, and have determined that the submitted information sought to be withheld contains privacy information. Therefore, the privacy information so identified by NMPC will be withheld from public disclosure pursuant to 10 CFR 2.790(a)(6) and Section 103(b) of the l ' Atomic Energy Act of 1954, as amended.
