SUBJECT: NRC INTEGRATED INSPECTION REPORT NOS. 50-220/98-15

AND 50-410/98-15

Dear Mr. Mueller:

This report transmits the findings of safety inspections conducted by NRC inspectors at the

Nine Mile Point Nuclear Station, Units 1 and 2, from September 27 through November 21,

1998. At the conclusion of the inspection, the findings were discussed with members of

your staff.

During the eight-week inspection period covered by this report, performance at the Nine

Mile Point Nuclear Station was appropriately focussed on safety. Unit 2 operators faced a

number of challenges due to equipment performance problems. For example, known

deficiencies with the Unit 2 recirculation system were not adequately prioritized and

aggravated the flow control valve plant transient. In addition, Unit 1 operators were

provided with incorrect rod movement sheets which affected reactivity management.

These problems, associated with work planning and control, were recognized and were

being addressed by your staff prior to the conclusion of the report period.

Safeguards and radiation protection inspections identified good performance ni both areas.

Inspector follow-up and closure of open items indicated corrective actions implemented for

previous issues were reasonable and effective.

In accordance with 10CFR2.7900f the NRC's " Rules of Practice," a copy of this letter and

its enclosures will be placed in the NRC Public Document Room.
