Systematic Assessment of Licensee Performance (SALP) Report

No. 50-220/86-99 and 50-410/87-99

This letter transmits our final SALP Report for the Nine Mile Point facilities.

As communicated to you in the SALP Board Report, we consider your initiatives

to improve performance during this assessment period to have met with limited

sur'ess.

Your actions to strengthen station management and build teamwork are

positive steps. Notwithstanding, we remain concerned about leadership weaknesses

and your staff's inability to aggressively and consif.tently seek out and correct

both technical and management problems before they become regulatory concerns.

Thank you for your letter dated June 9,19C3 wherein you presented, as a

followup to our May 10, 1988 meeting, a detailed response to the Nine Mile

Point Unit 1 and 2 SALP. We appreciate the efforts you are taking to address

our concerns and we will monitor the implementation and progress of your

initiatives.

The amnded SALP Rerart (enclosure 1), our earlier transmittal

letter (enclosure 2), SALP meeting attendees (enclosure 3), your SALP Report

response (enclosure 4), and an ammded report errata sheet'(enclosure 5) are

enclosed.

We have reviewed your response to the Radiological Controls and Chemistry

assessment and find insufficient basis to change the assigned declining trend.

As noted in the assessment, the NRC reviewed your Radiological Controls practices

near the end of the assessment period and found numerous examples of inadequate

radiation protection supervisor and station management oversight of ongoing

radiation work activities. We acknowledge your staff's recent initiatives to

improve performance in this area and we will monitor their effectiveness.

Regarding your comments in the licensing area, we have amended'Page 42 to

provide further clarification of our assessment and to credit your staff with

self-identification and active resolution of the non-class IE devices in. class

1E systems issue.

In summary, we feel the SALP Board Report, our meeting and your response

letter have resulted in a. constructive assessment of the performance at Nir.e

Mile Point Units 1 and 2 and have provided an understanding of your corrective

ections to improve overall performance.
