Dear Mr. Mueller:
4 On August 17,1995, the U.S. Nuclear Regulatory Commission (NRC) issued Generic Letter (GL) 95-07, Pressure Locking and Thermal Binding of Safety-Related Power-Operated Gate Valves," to request that licensees take actions to ensure those safety-related power-operated gate valves that are susceptible in pressure locking or thermal binding are capable of performing their safety functions. By letter dated October 16,1995, as supplemented by letters dated February 13, June 20, and November 21,1996; August 29,1997; and April 21,1999, Niagara Mohawk Power Corporation (NMPC) responded to GL 95-07 for Nine Mile Point Nuclear Station, Unit No.1 and 2 (NMP1 & 2).
The NRC staff has completed its review of your submittals. The NRC's review has also had the benefit of related inspections (see e.g., NMP Engineering Followup Inspection 98-10 dated i
July 31,1998) and several public workshops held in 1994,1995, and 1996. As discussed in the enclosed staff evaluation, the NRC staff finds that NMPC has adequately addressed the actions requested in AL 35-07.
