RESPONSE TO IE BULLETIN 85 MOTOR-0PERATED VALVE COMMON MODE FAILURES DURING PLANT TRANSIENTS DUE TO IMPROPER SWITCH SETTINGS Inspection and Enforcement (IE)Bulletin 85-03, dated November 15, 1985, requires Consumers Power Company to submit a written response within 180 days of the date of the bulletin. Our response to this bulletin is provided herein.

The Big Rock Point Plant staff has reviewed the bulletin and has determined that it is not applicable to the Big Rock Point Plant. The Plant design does not utilize high pressure coolant injection / core spray and emergency feedwater systems. High differential pressures do not occur across safety-related motor-operated valves as discussed in the bulletin. This position has been discussed with the Technical Contact of the Office of Inspeccion and Enforce-ment listed in the bulletin. This discussion indicated NRC staff agreement that the concerns addressed in the bulletin are not applicable to Big Rock Point.

Big Rock Point's core spray system consists of 6" piping, check valves and isolation valves leading to a sparger ring with spray nozzles located in the reactor vessel. The system is designed to deliver 400 gpm flow at a nozzle pressure of 115 psia. The backup core spray consists of 4" piping, check valves and isolation valves leading to a sparger nozzle centered over the reactor core. This system is designed to' deliver 470 gpm of flow and a nozzle pressure of 115 psia.

On a thirty day frequency, a surveillance test is performed on the motor-operated valves for core spray and backup spray. This test is performed at a much higher differential pressure than what the actual differential pressure would be during a core spray system actuation.

e Core spray valves open on low vessel level (2'9" above core) and low primary pressure (200 psia). This establishes a differential pressure of approximately 110 psi, the difference in core spray pressure and primary pressure. During the surveillance test the valves are stroked against full primary pressure, approximately 1335 psia, and the core spray system operating pressure is approximately 105 psia which includes normal system losses. This establishes a test differential pressure of approximately 1230 psi.
