, Page 2 of18 1.0 EUE2QSE 1.1 Objective The objective of this section is to provide detailed instructions for the implementation of the Shift Sponsor Program and the OSCAR System.

1.2 Discussion Operations Department forms and procedures must be kept up to date in order to be usable and effective. The Shift Sponsors are responsible for the maintenance of their procedures and associated forms.

1.3 Applicability This procedure is applicable to all Operations Department Personnel.

2.0 DEFINITloNS 2.1 Biennial Review - A 2-year review of a procedure per the requirements of DC-1, to ensure that current technical, regulatory and administrative requirements are iequatelyimplemented.

3.0 RESPONSIBILITIES 4

3.1 Operations Manager - Assigns Shift Sponsors the responsibility for particular procedures. Reviews all changes and revisions prior to PORC, or SQR approval.

3.2 Procedure Coordinator - Coordinates routing of procedure changes and revisions between initiator, typing, operations management, and PORC (if required). Notifies Shift Sponsors of procedures due for Blennial Review.

Administers the Procedure Upgrade Project for Unit 1 Operations Department.

. Labels and tags in good condition are installed on all system valves and instruments.

. Associated P&lDs, CWDs, and UFSAR Figures are accurate.

3.4 Operations Clerk - Review non-intent log (in OSCAR) weekly and notify the appropriate department personnel that PORC or SQR approval of the change is required.

4.0 P_RECAUTIONS 4.1 Valve Position Changes O- Any procedure which affects valve position or a valve line up, other than a chcnge to correct a typing error, must be cent to Unit 1 Engineering for a High Energy Line Break (HELB) evaluation.

5.0 INSTRUCTIONS 5.1 General 5.1,1. Procedure changes and/or revisions may be initiated by any

, member of the plant staff. When possible the proposed change will be reviewed by the designated Shift Sponsor. While initiating Precedure Changes, OSCAR is used to reserva change numbers so that dupli-*'- -hange numbers are avoided.

5.1.2 It is the philosophy of this department to initiate non-intent changes ONLY WHEN ABSOLUTELY NECESSARY. If needed enhancements are ider ted which do not affect the performance of the procedure, forward a marked-up copy of the page to the procedure coordinator. The enhancements will be made in the next revision.

" Verification and Validation of Millstone Procedures and Forms", and DC-15," Station Qualified Reviewer Program" for explicit guidance for performing reviews for procedure revisions and initiating procedure changes, and editorial corrections.

5.3 Biennial Review 5.3.1 On a monthly basis, the Procedure Coordinator shall print a report of all procedures that are due for Biennial Review in the next quarter. This report shall be distributed to the Shift Managers and Operations Department management. OSCAR can be used to generate this list.

NOTE: Operations expectations is that no procedure will be allowed to enter the "DO NOT USE" status without extenuating circumstances.

O 5.3.2 Responsible individuals shall ensure that all procedures and forms under their cognizance are reviewed in a timely manner, such that if a procedure / form requires revision, there is adequate time allowed to complete.

5.3.3 Procedure sponsors are to ensure that those procedures and forms not Biennially reviewed and approved within their periodicity will place the procedure in a "DO NOT USE" status accordance with DC-1, route a copy of the 'DO NOT USE" cover sheet to the CDL librarian and inform the Procedure coordinator.

5.3.3.1 If a procedure is placed in the "DO NOT USE" status, the Procedure Sponsor willinitiate a Condition Report (CR).

5.4 Use of OSCAR OSCAR is available for use to query the most current revl31on or change to a procedure or form. The current revision / Amendment informat. 1 is also available for Unit i license documents.

5.4.1 OSCAR Updates - Unit i Operations Procedure Group, along with the Unit 1 CDL librarians, are responsible to ensule that OSCAR is maintained current.-
