V 1.1 Provide standards for shift turnover to ensure each duty Operator has the necessary information to adequately carry out shift responsibilities, i

1.2 In this Section, Operatordescribes the on-coming and off-going Equipment Operators, Licensed Control Room personnel, and Fuel Handling personnel.

1.3 Shift relief and turnover is a critical period during power plant operation. A comprehensive exchange of pertinent information shall take place among allon-coming and off-going shift personnel.

2.0 SHIFT TURNOVER - GENERAL 2.1 Duty Operators should be properly relieved in accordance with this Section before leaving their Work Stations.

2.1.1 Under special circumstances (illness or emergency), individuals may be excused from shift turnover requirements by the Shift Manager.

1. This exception should be recorded on the applicable Operator's Shift Relief and Turnover Report.

O V 2.1.2 Short term reliefs (less than one hour) are described in 1-OM-6.2.

2.1.3 The duty Operator shall not leave his/her Work Station until satisfied that his/her relief is fully aware olexisting conditions, except as noted in Step 2.1.1 above.

2.1.4 If a duty Operator is directed to continue filling a position bepnd the end of his/her normal work shift, then a shift turnover only takes place when the position is relieved.

2.2 The SM/US shall ensure the plant is in a controlled condition at the beginning of the shift relief and turnover process.

2.3 If crucial or abnormal operations occur during the normal shift turnover period, the on-duty Shift Manager may direct that shift turnover be delayed until stable conditions are achieved (e.g., load changes, approach to reactor criticality, etc.).

2.4 The off-going Operator should prepare for turnover by completing and/or preparing the appropriate status lists, Narrative Logs, Shift Relief and Turnover Reports, etc., for review.

V 2.5 The oncoming Operator should be ready to perform the shift turnover process upon arriving at the Work Station.

l 2.6 Shift turnover activities shall take place at the position's normal Work Station, p unless Shift Management directs otherwise.

U 2.7 Status boards and/or shift turnover logs should be used to supplement the turnover, 2.8 Th'e oncoming Operator should review and discuss those items required by the applicable watchstation.

2.9 When the Unit or a system has recently recovered from a transient or significant load change, the oncoming Control Operator shall personally confirm the status of key process parameters (as delineated in the turnover checklist).

2.10 At shift turnover, duty Operators shall receive a verbal report from the previous shift covering the following as applicable to their job titles:

2.10.1 General operating condition of the plant.

2.10.2 Specific operations performed and difficulties encountered during the previous shift.

2.10.3 Scheduled plant operations.

O V 2.10.4 Equipment outages and maintenance work in progress.

2.10.5 Status of safety-related equipment and conditions.

2.11 On-coming Operators shall not assume their shift responsibilities until after reviewing and signing the Shift Relief and Turnover Report or the equivalent watchstation log and are responsible to:

2.11.1 Relieve thc off-going shift member at the normal shift station (unless otherwise stated by the SM/US.)

2.11.2 Ensure properly licensed, qualified and proficient to assume shift duties.

2.11.3 Ensure physical and mental fitness to completely discharge shift responsibilities.

2.11.4 Discuss important items affecting plant operation.

2.11.5 Review pertinent information identified on the shift turnover report for the past 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> and changes occurring to the plant since the last time the watch was stood.

2.11.6 Review the logs applicable to the assigned shift position.

2.11.7' Ensure keys are received from the off-going operator, h 2.11.8 Control Operator walkdown the appropriate Control Boards with the off-going operators. The following items, at a minimum shall be discussed:

  • Status of ' Safety Related' items.

. Inoperable equipment and Action Statements, including any surveillance requirements.

. Equipment tagged for surveillances or maintenance.

2.12 The 'off-going' operator is responsible to:

2.12.1 Provide a thorough and complete turnover.

2.12.2 Ensure relief is qualified, alert, and coherent.

2.12.3 Remain at work until satisfied his/her relief is fully aware of existing conditions.

V 2.12.4 Ensure that security keys are turned over to relieving operator.

2.12.5 Complete and sign either shift relief and turnover report or ihe equivalent specific watchstation log.

3.0 SHIFT TURNOVER MEETING -

3.1 Continuous panel monitoring is to be maintained at all times during the Shift Tumover meeting.

3.2 Shift Turnover Meetings are held at 0715 and 1915 and are to be conducted by the Shift Manager.

3.3 Abnormal trends and information are to be discussed by the shift.

3.4 The Operations Manager or his designee shall periodically monitor Shift Turnover Briefings for thoroughness and accuracy.

3.5 The information contained on the oncoming shift brief form, at a minimum, shall be covered.

4.0 SHIFT TURNOVER LOGS 4.1 The following items, as a minimum, should be addressed in the Operator's Logs and turnnver:

4.1.1 Assurance that critical plant parameters are within allowable limits.

4.1.2 Ensure the availability and proper alignment of all systems essential to the prevention ar.0 mitigation of operational transients and accidents by a walkdown of the control panels.

4.1.3 Assurance that operations with systems and components in a degraded mode are permitted by Techolcal Specifications.

5.0 CONTROL ROOM PANEL WALKDOWNS 5.1 Duty Operators p' dorming panel walkdowns in the Control Room, as required by their respective Shirt Turnover logs and Turnover sheets, must carefully verify the status and condition of plant systems.

5.2 Oncoming and off-going duty Control Operators should jointly inspect instrumerds, equipment, and areas under their control during their shift turnover.

5.3 - Priority should be given to problem areas identified by the previous shift, t 5.4 The on coming Shift Manager and Unit Supervisor shall walk down control boards prior to assuming the shift.

6.0 REVIEW OF SHIFT TURNOVER FORMS AND GENERATOR LOGS 6.1 Supervisory review of Shift Turnover forms should be documented as specified on the individual Shift Turnover forms for on-coming and end of shift status unless plant conditions or manning levels dictate otherwise.

6.2 Supervisors reviewing the forms should verify that entries are complete, accurate, legible, and signed.

6.3 The oncoming Shift Manager should review all supervisory Shift Turnover Checklists and Narrative Logs.
