SPECIAL REPORT OCTOBER 31, 1988 FIRE PROTECTION SYSTEM IMPAIRMENTS REQUIRING NRC NOTIFICATION cirrose:

Technical Specification (TS) 3.14.5.b requires the submission of a report to the NRC if a non-functional fire barrier penetration is not returned to functional status within 7 days. TS 3.14 also states that certain other conditions require NRC notification. In accordance with the above requirements, this special report is being generated in order to notify the NRC.

Event:

Fire Protection Impairment (FPI) Numbers 1882 and 1886 were issued for detectors'hich were required to be placed out of service in order to replace a Component Cooling Water Heat Exchanger. FPIs 1902 and 1928 were issued for two fire doors. One fire door was being replaced, and the other one had an inoperable lock. FPI 1901 was issued for a detector which was placed out of service due to repair of its air regulator. FPI 1926 was issued for the installation of a conduit. The duration of the work which requires the above impairments extended beyond the Technical Specification limits thus requiring the filing of this Special Report.

Cause and Corrective Actions:

FPI Cause 1882 Duration of the work required to replace one of the Component 1886 Cooling Heat Exchangers. 14 days is not sufficient to complete this effort.

1902 Parts to complete the repairs were not available or the scope of the 1928 repairs expanded.

1901 1926 Rebar was found during the conduit installation. This increased the work which was required and extended the schedule.

As corrective action, the plant is making every effort to obtain the required parts.

Those impairments which are not yet closed are being. handled in an expeditious manner to complete the required work. The plant continues to implement the compensatory measures as applicable . identifies impairments which are now closed but were previously reported as open.
