SPECIAL REPORT AUGUST 26, 1988 FIRE PROTECTION SYSTEM IMPAIRMENTS REQUIRING NRC NOTIFICATION

Technical Specification (TS) 3.14.5.b requires the submission of a report to the NRC if a non-functional fire barrier penetration is not returned to functional status within 7 days. TS 3.14 also states that certain other conditions require NRC notification. In accordance with the above requirements, this special report is being generated in order to notify the NRC.

Event:

Turkey Point performed an 18-month surveillance of fire barriers and penetrations. This surveillance identified barriers and penetrations which showed observable deterioration since the last surveillance or inspection. The barriers and penetrations identified in this report as having been opened during July or August 1988 were, in most cases, capable of performing their design function; however, in order to initiate repairs, the deteriorated sealant materials had to have been removed or the barrier or penetration had to have been otherwise impaired.

The balance of the impairments reported this month are due to plant modifications and new conduit runs.

Cause and Corrective Actions:

The primary cause of the impairments is the work being performed in order to close out the discrepant field reports issued during the surveillance identified above. The secondary cause for the impairments is plant modifications. The ma)ority of impairments which this report identifies as being opened are in the process of repair, completion and rqinspection. Additional corrective actions to decrease the number of Fire Protection System Impairments (FPI) open for longer than 7 days have been initiated.

A full time plant FPI coordinator has been assigned to track all FPI requests. He will coordinate with all plant departments to reduce the number of FPI's and to insure better work preplanning.

The impairments in this report may be either open or closed at the present time; however, they were open in excess of the Technical Specification permitted time limit.

The plant continues to implement the compensatory measures as applicable.
