ATTACHMENT TO LICENSEE EVENT REPORT 78-052/03L-0 COM110NlvEALTH EDISON COMPANY (CWE)

DRESDEN UNIT-2 (ILDRS-2)

DOCKET 11050-237 While performing the Unit 2/3 diesel generator monthly surveillance, the diesel failed to start. The air start motors engaged but failed to turn the engine. A second attempt to start the diESel was successful. The safety significance of this event *was minimal because the redundant diesel was operable.

The cause of this event is unknown, but: it is thought to have been caused by a failure in the air start system. The air start solenoid and timer

.were tested but they appeared to be operating normally. Also, the qir start valve was inspected. The valve was disassembled and the internal inspection showed the valve was in satisfa~tory condition. The seais

  • were replaced and the valve was reassembled.

The diesel gen~rator. operating surveillance interval has been increased from monthly to weekly for a one month period following the event in order to better determine the cause. There have been five successful starts on this diesel since this event occurred and no failures. Because of the number of starting failures which have. occurred previously as

. a result of failures of the air start motors to properly engage' the station is modifying the air start system. This modification will allow.

automatic restart attempts if the pinion gears fail to properly engage to start the engine. The modification has been designed and approved and the required materials are being purchased. It is expected to be-completed by February, 1979.
