Dear Dr. Hurley:

Reference (a) provided the results of the Regulatory Effectiveness Review (RER) conducted at Dresden Station from July 31 through August 4, 1989.

Commonwealth Edison's response to the inspection is contained in the Attachment to this letter.

The purpose of the RER was to assess the effectiveness of the reactor safeguards against radiological sabotage at operating power reactors relative to the design basis threat contained in 10 CFR 73.1 (a)(1). Commonwealth Edison believes Dreseden Station's Security Program provides an adequate level of protection.

This belief was strengthened from the comments made in the RER report where the Dresden intrusion detection system (IDS) was identified as one of the best the team has seen to date, where the planning, installation, and condition of the system was excellent and where the video capture system used wtth the IDS was identified as significantly improving the alarm assessment capability. Although the Dresden security program meets present regulation, the RER report also identified safeguards weaknesses.

In these areas, Commonwealth Edison understands that the purpose of the RER program is to determine if the existing regulation is deficient and where appropriate changes in regulation or guidance may be sought.

The atta:hment to this letter contains Safeguards Information.

In accorance with 10 CFR 72.71 it should not be placed in the Public Document Room.
