The purpose of this letter is to request Nuclear Regulatory Commission (NRC) approval of the Dresden Nuclear Power Station (DNPS) Qualified Unit 1 Supervisor Initial and Continuing Training Program. The program is similar to the Zion Station Certified Fuel Handler Training and Retraining Program which was recently approved by the NRC in Reference 1. A copy of the Qualified Unit 1 Supervisor Initial and Continuing Training Program is contained in Attachment A. The differences between the Qualified Unit 1 Supervisor Initial and Continuing Training Program and the Zion Station Certified Fuel Handler Training and Retraining Program are summarized in Attachment B.
A DNPS Unit 1 Certified Fuel Handlers Training Program was previously approved by the NRC in Reference 2. However, personnel certified under that program are only gi authorized to move fuel under the supervision of a licensed Senior Reactor Operator

g (SRO) or a licensed Senior Reactor Operator limited to fuel handling (SRO-L).
I Amendment 39 to the DNPS Unit 1 license (Reference 3) included a change in the technical specifications that allows fuel handling operations to be supervised by a person certified to an approved training program as a Qualified Unit 1 Supervisor. Approval of 02(
the attached Qualified Unit 1 Supervisor Initial and Continuing Training Program will allow

l non-licensed personnel certified under this program to supervise fuel movements in accordance with Technical Specification 6.2.B.4.

-2 August 7,1998 The Qualified Unit 1 Supervisor Initial and Continuing Training Program ensures that the qualifications of personnel are commensurate with the tasks to be performed and the conditions requiring response. Section 50.120 of Title 10 of the Code of Federal Regulations, " Training and Qualification of Nuclear Power Plant Personnel," requires training programs to be established, implemented, maintained, and derived using a systems approach to training (SAT) as defined in 10 CFR 55.4. This submittal describes a program that will fulfill those requirements.
The Qualified Unit 1 Supervisor initial and' Continuing Training Program provides adequate confidence that appropriate SAT-based training of personnel who will perform Qualified Unit 1 Supervisor duties is conducted to ensure the facility is maintained in a safe and stable condition. The program allows for changes to be made to the program without prior NRC approval provided the program continues to comply with ANSI N18.1,
" Selection and Training of Nuclear Power Plant Personnel," dated March 8,1971.
