L ATTACHMENT TO LICENSEE EVENT REPORT 78-052/03L-0 CO>c!0NWEALTH EDISON COMPANY (CWE)

DRESDEN UNIT-2 (ILDRS-2)

DOCKET #050-237 While performing the Unit 2/3 diesel generator monthly surveillance, the diesel failed to start. The air start motors engaged but failed to turn ,

the engine. A second attempt to start the dimel was successful. The  !

~

safety significance of this event was minimal because the redundant diesel was operable.

The c,ause of this event is unknown, but it is thought to have been caused

( ,

by a failure in the air start system. The air start solenoid and timer were tested but they appeared to be operating normally. Also,-the air ,

start valve was inspected. The valve was disassembled and the internal inspection showed the valve was in satisfactory condition. The seals ,

were replaced and the valve was reassembled."' r t

l The diesel generator operating surveillance interval has been increased i from monthly to weekly for a one month period following the event in order to better determine the cause. There have been five successful starts on this diesel since this event occurred and no failures. Because of the number of starting failurcs which have occurred previously as ,

a result of failures of the air start motors to properly engr the ,

station is modifying the air start system. This modificati llow i automatic restart attempts if the pinion gears fail to properly e je to start the engine. The modification has been designed and approved and the required materials are being purchased. It is expected to be '-

i completed by February,1979.  ;
