On February 1, 1989, a teleconference was held between members of the NRC and Commonwealth Edison staffs. During the course of the meeting, the NRC Staff members requested additional clarification to Items 2.2.1.3, Use of Information Handling System and 2.2.1.4, Management Control. The attachment to this letter should address the issues discussed during the meeting.

and completing work requests.
For plant modification requests originating from within the station, the Station Assistant Superintendent for Operations or an Operating Engineer is required to designate the safety classification of the involved work activities.
For all modification requests, the Technical Staff Supervisor is responsible to verify the work activity / equipment classifi-cation on the basis of the Master Equipment List / Safety-Related Classification List (MEL/SRCL). The MEL/SRCL is generated and controlled by the Bolling Water Reactor Engineering Dopartment (BWRED).
For plant maintenance activities, the Assistant Superintendent for Operations or an Operating Engineer is required to reference the MEL/SRCL in order to classify the work request.
Once the work request has been classified, safety-related activities are addressed through the implementation of applicable sections of the QA program, as well as station specific Administrative Procedures. These procedures require that the Assistant Superintendent for Operations, the Assistant Superintendent for Maintenance, Technical Staff Supervisor, Master Mechanic, Master Electrician or Master Instrument Mechanic, as appropriate, i
reference the MEL/SRCL to classify procurement requests and to apply the i
controls described in the Quality Procedures for Operation to safety-related structures, systems and components, as well as the parts and materials for these components.
l Per the QA Procedures, for safety-related modification / maintenance-activities, the Quality Control Supervisor is responsible for verifying that i
the quality requirements for the work, equipment, parts and material are acceptable, and that the desired hold and witness points are identified in the work package. The Quality Assurance Superintendent is responsible for auditing the work package prior to authorizing the work to proceed. When the work package is complete, the Quality Control Supervisor and the Station Quality Assurance Superintendent are required to review that all activities described in the modification / maintenance work package have been completed per the specified requirements.
