On March 26,1998, Commonwealth Edison (Comed) and the Nuclear Regulatory i Commission (NRC) held a meeting to discuss progress toward a single central Emergency Operations Facility (EOF) for Comed. At that meeting Comed committed to k g' provide a report following each actual (i.e., drive-in) staffing drill for the existing Corporate EOF (CEOF). This letter constitutes the first such report. Comed conducted an unannounced drive-in drill on May 14,1998. The required staff arrived at the CEOF within 40 minutes from the classification time. This is well within our one-hour staffing commitment. The drill was conducted using the same activation and notification system that would be used for an actual event. No corrective actions are needed as a result of this drill.

On April 13,1998 Comed adopted a dedicated on-call team philosophy to further enhance both our staffing capabilities and the teamwork of responding staff. Six weekly telephone response drills were conducted between the April 13,1998 program activation date and May 31,1998. Four of these drills demonstrated acceptable performance, with staffing time within our one hour criteria. One drill was evaluated as weak, with a projected staffing time of 61 minutes. Another drill was classified as indeterminate because a recording discrepancy for a single member of the response team made that individual's response time indeterminate. This recording discrepancy has not recurred in subsequent drills. No corrective actions are planned as a result of any of these drills.

As commited to during our meeting on March 26,1998, Comed will provide a historical summary of the results and corrective actions taken for the drills conducted between May 1997 and April 13,1998, in our submittal to update our proposal for a central EOF.
