NRC STAFF REDUCES FINE TO $10,000 FOR 1983 VIOLATION OF NRC SAFETY REQUIREMENTS AT LACROSSE, WISCONSIN, REACTOR l

The Nuclear Regulatory Comission staff has reduced the fine for a 1983 violation of NRC safety requirements at the Lacrosse boiling water reactor from $40,000 to $10,000. The plant, located at Genoa, Wisconsin, is operated by the Dairyland Power Cooperative.

The violation involved the capping of one of two pressure sensing devices which would automatically start certain safety systems in the event of an ,

accident. A second sersing device remained operable, and the safety system could also have been started manually from the control room.

A $40,000 fine was proposed in August 1983 for the violation, and the utility requested that the fine be mitigated. The NRC staff has reduced the amount of the fine to $10,000 because of the duration of the violation (the plant operated only on May 26-27, 1983, with the device capped), the small size of the reactor facility (at 50 megawatts, it is the smal.2st commercial nuclear power plant in the United States), and comparable enforcement actions taken at other nuclear facilities.

Dairyland Power Cooperative has until June 28, 1984, to pay the fine or to request a hearing.
