NRC STAFF CITES PUBLIC SERVICE ELECTRIC & GAS COMPANY OF NEW JERSEY; PROPOSES A $50,000 FINE The Nuclear Regulatory Commission staff has cited the Public Service Electric and Gas Company of New Jersey (PSE&G) for two alleged violations in connection with PSE&G's program for dealing with emergencies at the Salem Nuclear Generating Station. The alleged violations in the emergency -

preparedness program were identified during an emergency drill performed at the Salem site on Octcber 22-25, and during a special NRC team inspection .

conducted at the site on November 5 to 9, 1984. The staff proposes to fine the utility $50,000.

The alleged violations included:

-- Inadequate trainirg of certain station personnel and personnel assigned to the emergency organization;

-- Failure to take action, as of November 9,1984, to promptly correct deficiencies that had been identified by PSE&G personnel in 1983 and 1984 The violations are described in a Notice of Violation sent to the company.

In a letter transmitting the Notice of Violation to the company, Dr.

Thomas E. Murley, Regional Administrator of NRC Regin I, said "The NRC is particularly concerned about the lack of aggressive management actions to correct licensee-identified deficiencies. This problem, and the training deficiencies, contributed to PSE&G failing to demonstrate during its annual exercise that it could promptly notify offsite authorities" (in the event of a real emergency).

Dr. Murley noted that during a January 25, 1985, meeting with utility officials, the company outlined a program of corrective actions which, "if aggressively implemented, should preclude recurrence of these " types of" violations. Nonetheless, the failure to promptly correct licensee-identified deficiencies in the first instance represents a lack of management connitment to the emergency preparedness program".

PSE&G has 30 days to either pay the' proposed fine or to request in .

writing that part or a'll of it be withdrawn, giving its reasons for any such -

request. The company also has 30 days to admit or deny the alleged violations and, if admitted, giving its reasons for them; corrective steps it has taken or will take and the results achieved and the date when full compliance will be achieved-The States of New Jersey and Delaware have been informed of these proposed enforcement actions.
