Denton dated September 13, 1985, MP&L correspondence AECM-85/0303 Recent discussions between Mississippi Power and Light (MP&L) and NRC staff concerning the proposed technical specification' changes in References 1 and 2 have resulted in additional commitments to the NRC staff to assure an acceptable high/ low pressure boundary design for the Residual Heat Removal (RHR) head spray line. In addition to the information provided in References 1 and 2, MP&L will remove handswitches from the remote shutdown panel for valves E12-F023 and E12-F394 which are located on the RHR head spray line. The removal of these handswitches ensures that the E12-F023 and E12-F394 valves cannot be inadvertently opened from the remote shutdown panel. The control circuits for both these valves in the main control room are designed with pressure interlocks that prohibit their opening unless reactor pressure is below the setpoint specified as item 6.d in Technical Specification Table 3.3.2-2. Section 7.6.1.3 of the GGNS FSAR describes this pressure interlock for the E12-F023 valve and this description is also applicable to the control circuit for the E12-F394 valve added as a result of the design change described in Reference 1.

MP&L will delete the handswitch from the remote shutdown panel for the E12-F'!94 valve prior to startup from the present plant outage. The handswitch for the E12-F023 valve will be deleted from the remote shutdoun panel when the technical specification change associated with Reference 2 is approved by the NRC and when an appropriate " window" is available to enter the LCO required to perform this work.
