Grand Gulf Nuclear Station Unit 1 Docket No. 50-416 License No. NPF-29 Amendment No. 65 to Facility Operating License Regarding Transfer of Operations to Entergy Operations, Inc.
_r Amendment No. 65, issued December 14, 1989, implements the authorization to transfer control and performance of licensed activities from System Energy Resources, Inc. (SERI) to Entergy Operations, Inc. (E01).
The amendment was required to be implemented within 180 days of tho date of issuance and upon the official transfer of responsibilities between SERI and E01.
SERI has received all necessary regulatory approvals to transfer operating responsibility for Grand Gulf 1 to E01 with the exception of that of the Securities and Exchange Commission (SEC).
It is our understanding that the SEC is completing its review of our application for approval and will take action later this month.
However, unanticipated delays in obtaining SEC approval may prevent the implementation of Amendment No. 65 within the specified 180 days (June 12,1990).
SERI, therefore, requests an extension of 90 days to provide additional time for this agency's review.
We believe this request to be reasonable and justified. While we believe that the SEC review will be completed before June 12, 1990, this extension is being requested to allow routine NRC review and approval to support the contingency should SEC approval not be received in a timely manner.
Based on the guidelines presented in 10CFR50.92, SERI has concluded that this request involves no significant hazards considerations and does not change the Amendment No. 65 safety evaluation conclusions or their bases, s
