PCOL-85/15, Revision 1)

AECM-85/0346 In accordance with the provisions of 10 CFR 50.59 and 10 CFR 50.90, Mississippi Power & Light (MP&L) requests an amendment to License NPF-29, for Grand Gulf Nuclear Station (GGNS) Unit 1. This proposed change was submitted via MP&L's letter dated September 13, 1985. Based on discussions in September and October with the NRC Staff, MP&L has revised the previously submitted Proposed Change to the Operating License (PCOL) and hereby submits the revised PCOL for NRC review. This PCOL supersedes that previously submitted.

This PCOL proposes a one-time exception to Technical Specification 6.3.1 and pertains to the qualifications of the GGNS Chemistry / Radiation Control (C/RC) Superintendent. A Technical Assistant to the C/RC Superintendent is I proposed to function as the Radiation Protection Manager. The individual assigned to the Technical Assistant position meets Regulatory Guide 1.8 (September 1975). A training program is propesed for the current C/RC Superintendent in order to qualify this individual to Regulatory Guide 1.8.

In general, the one-time exception is proposed to be in effect until the

, training program has been completed.

In accordance with the provisions of 10 CFR 50.30, three (3) signed originals and forty (40) copies of the requested amendment are enclosed. The attachment provides the complete technical justification and discussion to support the requested amendment. This amendment has been reviewed and accepted by the Plant Safety Review Committee (PSRC) and the Safety Review Committee (SRC). Based on the guidelines presented in 10 CFR 50.92, it is the opinion of MP&L that this proposed amendmenc involves no significant hazards.
