. Gentlemen:

SUBJECT:

Grand Gulf Nuclear Station Unit 1 Docket No. 50-416 License No. NPF-29 Boraflex Gap Measurements AECM-90/0107

Reference:

1) Letter from W. T. Cottle (SERI) to NRC, " Response to NRC Request for Additional Information Regarding Boraflex Gap

-Analysis," April 30, 1990 (AECM-90/0041).

.Entergyl0perations, Inc. recently responded to NRC's request for additional information regarding high density spent fuel storage rack Boraflex gapanalysis-(Reference 1). Our resJonse included an address of Boraflex gap

. integrity.during a seismic event. _Tle Staff has also requested that Entergy Operations clarify what surveillances/ analyses would be required following an Operating. Basis Earthquake (0BE). This letter provides Entergy Operations response to'this request.

If vibratory ground mMion exceeding an OBE occurs, in accordance with the requirements of 10CFR100, Appendix A, and as previously committed by Entergy. Operations, Grand Gulf Nuclear Station (GGNS)-Unit-1 will b6 shut

, 'down. Prior _to resuming operation of GGNS, Entergy Operations is required to -

demonstrate that no functional damage has occurred to those features necessary

.for continued operation without undue risk to the health and safety of the public. This would include the fuel pool storage racks. .

'In addition, the following additional surveillance will be performed. If gGGNS experiences vibratory ground motion exceeding that of an OBE for the Grand Gulf site,: sufficient testing and analysis of the fuel pool storage racksLwill be_ performed to ensure that any redistribution of gaps in the Boraflex is bounded by the criticality safety analysis. This testing and analysis will be completed prior to the placement of any additional new or spent fuel bundles in any fuel pool storage racks.
