These questions address your answers of July 31, 1990 to our Request for Additional Information dated July 20, 1990.

1. Our question 1 of July 20, 1990 ciscussed the one second time delay for the negative period scran. Please prosose a Technical Specification that allows for the one second delay gon1 w1en fast shutdown system experiments

, are in progress. Also, as part of this proposed Technical Specification, include wording that adds testing requirements and frequency for the one second scram delay as discussed in your answer to our question 1.c.of July 20. Please include bases for all proposed Technical Specifications.

2. We agree with your proposed wording for Technical Specification 3.4.a.

However, this should be in addition to the existing wording, not a replacement of. Please propose wording for this Technical Specification.

3. Your response to our question 2.b 2.c and 2.d is not acce) table. The ,

fast shutdown system is an experiment and is governed by tlie Technical '

Specifications applicable to experiments. This system cannot be treated i as part of your reactor control system because it has not been pro,osed by you or reviewed by NRC as such. Please provide wording for Tecinical Specification 3.4.b, 3.4.c and 3.4.d that will allow the conduct of the

, tests you are proposing.

4. Please provide a proposed Technical Specification that stipulates that gas will be removed from the experimental facility only with the reactor shutdown.
5. It appears that your Technical Specification 3.4.g applies to the proposed FSS experiment. Please show that the maximum potential doses due to the Tritium contained in the FSS system meet the requirements of both parts r (1) and (2) of this Technical Specification. The 10 CFR 20 dose values are: restricted area-5 rem, unrestricted area - 500 mrem.

Justify the quantity and origin of Tritium assumed, and clarify the apparent contradiction concerning the 10 Ci inventory that exists between your June 5,1990 and July 31, 1990 submittals. The former implies that 10 Ci Tritium is within containment, the latter states that amount will not be within containment.

Footnote 3 of 10 CFR 20.103 apslies to Rn-222. Please do not apply it to Tritium unless you justify suci use.

Please distinguish between inhalation and external exposure due to Tritium.
