Dear Ms. Blockey O'Brien:

This letter is in response to your September 15,1997, letter to the At,anta office of the Environmental Protection Agency, which was forwarded to me. W:"i regard to the regulation of the Georgia Toch Research Reactor (GTRR) Docket No. 50100, the NRC is the responsibic agency. With regard to other radioactive materials the State of Georgia Environmental Protection Division is responsible and this letter and your letter are being forwarded to them.

On the GTRR, your letter raised issues about radiological safety matters. As you indicated in your letter, *ese issues have been previously considered b/ the NRC in responso to your 10 CFR 2.206 r$ctition or in the Atomic Safety and Licensing Board process. You have raised no issues that would channo NRC's previous conclusions, in your letter, you also raised concerns on decommissioning of the GTRR. The NRC does not currently havo under review a GTRR decommissioning plan although the NRC is reviewing a Possession Only License request for the GTRR. In accordance with NRC policios and practices, NRC evaluations will continue to ensure the acceptable application of the regulations to protect the public health and sofoty, including decommissioning activhies.
