Karam, Director Neely Nuclear Research Center 225 North Avenue Atlanta, GA 30332 SUBJECT: NRC INSPECTION REPORT NO. 50 160/96 05 , Dear Dr. Karam: This refers to the inspection conducted on November 25 27, 1996, at the Neely Nuclear Research Center Facility. The purpose of the inspection was to ' determine whether activities authorized by the license were conducted safely and in accordance with NRC requirements. At the conclusion of the inspection, the findings were discussed with those members of your staff identified in the enclosed report. Areas examined during the inspection ere identified in the report. Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observation of activities in progress. Within the scope of the inspection, violations or deviations were not identified. Your attention is directed to the exercise weakness identified in Section F3.06 of the enclosed Inspecticii Report. We are concerned about your training and developmental program for Alternate Emergency Directors in the areas of emergency classification, and command and control. Please advise us within 60 days of the date of this letter, of the corrective actions you have taken or plan to take, showing an estimated date for completion. In accordance with 10 CFR 2.790(a), a copy of this letter and its enclosure will be placed in the NRC Public Document Room. ' Should you have any questions concerning this letter, please contact us.
