Gentlemen:

SUBJECT: NRC INSPECTION REPORT NO. 50-160/93-03

This refers to the inspection conducted by A. Gooden of this office on

November 2-5, 1993. The inspection included a review of activities

authorized for your Neely Nuclear Research Center. At the conclusion of the

inspection, the findings were discussed with those members of your staff

identified in the report. ,

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

The enclosed Inspection Report identifies activities that violated NRC

requirements that will not be subject to enforcement action because the

licensee's efforts in identifying and/or correcting the violation meet the

criteria specified in Section VII.B. of the Enforcement Policy.

Your attention is directed to the discussion in Paragraphs 5 and 8 regarding

scenario adequacy. We note that your exercise critique end our observation

identified the need for improvements in scenario develorsment. We are concerned

about the adequacy and effectiveness of your current ar,proach to scenario

development. We recognize the potential radiological hazards to the public

associated with your particular facility are consideiably less significant

'

than those of a nuclear power plant. However, this does not preclude you from

developing realistic and credible accident scenarios that mimic worse-case

accident conditions that may impact or pose an impact to the health and safety

of the public. The enclosed Inspection Report documents an oral commitment

(see Paragraph 5) regarding exercise planning and participation with offsite

authorities. If your understanding of this commitment is different from the

report statements, please inform this office promptly.
