3. Technical Specifications 3.4.1 and 3.4.j
a. Proposed-Technical Specification 3.4.1 requires wording on encapsulation to

- meet-the requirements of Technical Specification 3.4.f.

b. Proposed Technical Specification 3.4.j implies that no encapsulation is

' required for amounts of n terial under 25 milligrams. Please either include encapsulation.in your propsed specification or provide a safety analysis to '

justify unencapsulated storig:.

c. Proposed Technical Specification 3.4.j has no upper limit on the amount of
- explosive material that may be stored in the containment building. This isl iir unacceptable to the NRC. Please place an upper limit on the amount-of-4 explosive material that can be stored in the containment building based on-immediate experimental needs and provide a safety analysis for. justification.
d. Technical Specification 3.4.f should be applicable anytime explosive material is in the explosive valves, q 4 Tritium Release Analysis' Your safety analysis discusses the release of 10 Curies of tritium. Please
