SUBJECT: NOTICE OF VIOLATION
(NRC INSPECTION REPORT NO. 50-160/87-03)
This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by
Dr. B. K. Revsin at the Georgia Institute of Technology on April 7-10, 1987.
The inspection included a review of your radiation protection program and your
program for experiment irradiation. As a result of this inspection,
significant failures to comply with NRC regulatory requirements were
identified, and accordingly, NRC concerns relative to the inspection findings
were discussed by Dr. J. N. Grace, Regional Administrator, NRC, Region II, with
Dr. T. Ste' ,on, Vice President for Research, in an Enforcement Conference held
on May 4, 1987.
The report documenting this inspection was sent to you with a letter dated
April 27, 1987.
The inspection findings indicated that certain activities appeared to violate
NRC requirements. The violations, references to pertinent requirements, and
elements to be included in your response are described in the enclosed Notice
,
of Violation.
We are concerned about the management control and involvement in the j
implementation of your programs for radiation protection, reactor operations
and control of experiments which contributed to the violations described in the
enclosed Notice, in addition to those described in Notices of Violation
accompanying Inspection Report Nos. 50-160/87-01 and 50-160/87-02. These
findings indicate the need for improved management control of your licensed
activities to ensure adherence to NRC requirements and safe performance of
licensed activities. Consequently, in addition to the need for corrective
action regarding the specific matters identified in the enclosed Notice, please
address the root cause for the violations and the corrective actions you have

taken or propose to correct the progrannatic deficiencies in the operation of
your facility. Particular attention should be given to how you will improve
working relations between health physics and operations and adherence to
written procedures by personnel at the facih ty. ~
