This refers to the Enforcement Conference held at the Region II Office on

May 4, 1987. This Enforcement Conference concerned activities authorized by

NRC License No. R-97 for your Research Reactor facility. The Conference

related to findings discussed in Inspection Report No. 50-160/87-03 which was

forwarded to you on April 27, 1987.

Attendance at the Enforcement Conference and the subjects discussed are

described in the enclosed Enforcement Conference Summary.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosure

Enforcement Conference Sumary

Subject: Management Control of Health Physics and Operations Groups

An Enforcement Conference was held in the NRC Region II Office on May 4, 1987,

to discuss the management control of health physics and operations groups at

the licensee's Research Reactor.

The attendance list is attached to this Sumary.

Licensee representatives discussed the history of reactor operations at the

facility and the potential reorganization of the Nuclear Research Center

whereby the radiation protection function would begin to report to the

Director of the Center. The licensee also discussed the possible merger of

the campus-wide Radiation Safety Comittee and the Nuclear Safeguards

Comittee into a single Comittee. It was felt that such a merger would

improve the Center's audit function and thus improve the licensee's

proficiency in self-identification of problems. The licensee stated that

July 1, 1987 is a target date for this reorganization, and that the

announcement of the reorganization should take place by June 1, 1987.

NRC representatives discussed the NRC Enforcement Policy in general and

stressed the need for improvement in management oversight of facility

programs. The importance of verbatim compliance with Technical Specifications

and internal procedures, and a corrective action program was stressed.
