In response to your letter of July 1,1997, wherein you requested ~a possession-only-license (POL) for the Georgia Institute of Technology Research Reactor (GTRR), I an enclosing the following information for you;to prepare a POL _ application.

'The Nuclear, Regulatory Commission (NRC) issued NUREG-1537, Part 1,:" Guidelines

< for Preparing and Reviewing Applications for the. Licensing.of Non-Power u

' Reactors," in February 1996. Chapter 17:of Part 1, the Standard Format and Content Guide, provides-information that should be submitted in an application for a' POL- . In particular, Section 17.2 discusses the information that should be considered in preparing-a. POL application. Enclosed are the sections of

17.2,thatlshould be followed.

- Also, enclosed for your informat' ion is Section 17.2 of Part 2 of NUREG-1537.

Part 2 is the Standard Review Plan that is used by the NRC staff to determine

< the adequacy of. an application. ~ I am including it to give you. a' broader perspective on the review process,_however, Part 1 is the format that should-be: f 011 owed.

. :The regulations in 10 CFR Part 50.82(b) deal with the application requirements .
