ENFORCEMEN1 CONFERENCE The Nuclear Regulatory Comission (NRC) has completed its investigation of activities associated with the Neely Nuclear Research Center (NNRC). A copy of the Synopsis of the Office of Investigations Report, issued August 24, 1988, is enclosed.
The freedom of NNRC employees to report safety concerns to Georgia Tech manage-ment or the NRC, without fear of reprisal, is one of the issues that we must assess in our overall evaluation preparatory to a decision relative to resumption of reactor operation. Accordingly, you are requested to attend an Enforcement Conference to discuss the findings of the NRC invcstigati:n, the current NNRC organization, and any actions that have been or will be taken to assure that the proper envirnnment exists at NNRC with respect to protected activities. We will contact you separately to establish a mutually agreeable date and time for the meeting.
In accordance with Section 2.790 of the NRC's "Rule of Practice," Part 2 Title 10. Code of Federal Regulations, a copy of this letter and its enclosure will be placed in the NRC Public Document Room.
