Emergency Exercise Scenario ~ R.D. Ice, Ph.D., CilP Georgia Tech Research Reactor . Emergency Coordinator Atlanta, GA 404 894 3621 Exercise Date: December I1, 1997 OBJECTIVES:

1. To test the NNRC Emergency Organization's response to an "NOUE" emergency event;
2. To demonstrate a New Emergency Directors ability to handle and emergency situation;
3. To demonstrate that NNRC personnel are trained properly and respond appropriately to an emergency situation;
4. To demonstrate that the emergency procedures are adequate and can be followed; and

$. To demonstrate that the emergency communications system is functional.

SET-UP De Radiation Safety Officer (Ice) and Reactor Supervisor (Statham) are not available.

Dey will serve as exercise controllers. ne reactor is non-functional with the fuel removed and stored off site. De llot Cell is in operation with one source up and survey meter calibrations are taking place involving a student and a stalT health physicist. All other GTRR personnel are available and located in their respective orrices, ne containment facility is accessible. Dewayne Blaylock is acting GTRR Director.

Students may participate in the exercise providing they 1) llave ID card with " STUDENT" pinned on front of shirt; 2) Stays out of the way; 3) Says nothing while in the facility and 4) Only one student per team formed and one student with ED. Student may ge into restricted zone accompanied by team providing heAhe has on a film badge or PIC.

9.00 AM CONTROLLER ONE (Card No.1) initiates telephone call to 894-3600 and states "nere is a bomb planted in the radiation area, it is set to go ofTat 10.00 AM".

Expected Actions:

1. Receiver of call attempts to keep person on line to extract more information.

CONTROLLER ONE (Card No. 2) stays on line temporarily and gives partial answers to questions:

a. Where is it? In the radiation area.
b. What does it hxA like? Just better get away from it.
c. What kind of bomb 7 Military explosives.
d. Why and all other questions? Ilang.up
2. Receiver of call notifies supervisor or director.
3. Director: (No order of priority)
a. Notifies police
b. Makes early waming to statTvia PA system. Shut down operations. Stay Put.

9:05 AM Police Respond and Meet with GTRR Director.

CONTROLLER ONE (Card No. 3)"%ere is a history of bomb threats to the facility"

i. GTRR Acting Director assumes role of ED.
2. ED appoints Asst. ED
3. ED' Asst. ED/ Police meet with call receiver and confirms authenticity of call and resiews " Bomb Threat Check Off List"
4. Police search Outside Parking Lot, special emphasis on personnel assembly area.

(Controller Two goes outside with search team).

9:15 AM Police report back to ED CONTROLLER TWO (Card No. 4) to Police after they search outside of building. "No evidence of Bomb outside the building" l

9 9:16 AM Emergency Director, Assistant Emergency Director and Police Commander reconvene in Director's OfTice. Expected Action:

1, Bomb threat with potential radiological involvement

2. Evacuate facility using PA announcement 9:20 AM Personnel assemble in parking lot.

Expected Actions:

1. Roster completed
2. Contamination survey of personnel completed CONTROLLER TWO (Card No. 5) "No personnel contamination"
3. ED takes charge and directs personnel to stay away from the building
4. ED queries personnel
a. Anyone seen anyone strange in the building the last couple of day.?
b. Anyone seen anything resembling a txxnb in the building?
5. Police set up barriers
a. Auto lane
b. Building Front Access Control 9:25 AM Search of Building Expeded Actions:
1. Police officer and natimember (as many teams as necessary) search building. Special instructions given: Searches are to be complete prior to 9:55 AM
2. Rad waste barn is searched.
3. ED and Asst . ED and One Policemen remain in ECC.
4. Assistant Director and policeman search ECC for possible bomb.

9:50 AM Search of Building completed.

9:55 AM ECC Evacuated.

10:00 AM CONTROLLER ONE (Card No. 6) to ED. "No Bomb Blast" 10:05 AM ED, Asst. ED. Return to ECC Expected Actions

1. Assessment: NOUE
2. Make notilications 10:15 AM Allclear signalgisen.

10:20 AM Emergency Critique in Conference Room i1:00 AM Normal Operations resumed.
