Gentlemen:

SUBJECT: NRC INSPECTION REPORT N0. 50-160/88-01

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by

P. E. Fredrickson on March 17 and 18, and April 6 and 11, 1988. The inspection

included a review of activities authorized for your Georgia Institute of

Technology Research Reactor (GTRR) facility. At the conclusion of the inspec-

tion, the findings were discussed with those members of the staff identified in

the enclosed inspection report.

Areas examined during the inspection involved a review of the corrective action

program at the GTRR facility and also the -mechanisms for addressing and

correcting personnel errors. Within these areas, the inspection consisted of

selective examinations of procedures and representative records, and interviews

with personnel.

No violations or deviations were identified, principally because the NRC ,

does not have many explicit regulatory requirements in this area. However,  ;

several management control observations were made. The fact that the Neely

Nuclear Research Center (NNRC) did not have a documented corrective action

program until July 1987, along with the strained relationship at the NNRC, as

documented in previous NRC inspection reports, contributed to the facility

having a corrective action program that did not function well. NNRC manage-

ment appears to have addressed this problem, but you need to insure that the

corrective action program at the NNRC fulfills the intended function of

identifying and correcting conditions adverse to quality. One area of

particular concern involves personnel errors. We believe that the NNRC

management has not effectively established performance standards Land used the

full complement of personnel actions available to maintain continued satis-  ;

factory personnel performance. You should assure that the NNRC management

clearly establishes the expected level of safety and regulatory performance,

and uses the appropriate amount cf positive reinforcement, counseling, re-

trainin?, and/or disciplinary action to insure acceptable and encourage

outstand.Mg personnel performance.
